Drama The Legend of the Blue Sea ini bercerita tentang seorang putri duyung yang datang dari masa Joseon dan terlempar ke masa depan di Kota Seoul. Shim Chung diperankan oleh Gianna Jun ialah putri duyung yang terdampar ke masa depan di zaman modern, Dia kemudian ditemukan oleh Heo Joon Jae diperankan oleh Lee Min Ho seorang pria tampan akan tetapi berhati dingin yang dimana dia adalah putra bangsawan di era Dinasti Joseon. Smentara ini Joon Jae bekerja pada Jo Nam Doo diperankan oleh Lee Hee Joon seorang penipu yang telah mengajarinya agar menjadi penipu yang cerdas. Sementara itu, salah seorang teman Joon Jae, Cha Shi Ah yang diperankan oleh Shin Hye Sun, yang merupakan pekerja dibidang peneliti di KAIST, merupakan satu satunya harapan supaya Shim Chung bisa bertahan hidup didunia barunya itu.
